Each time a production site, pipeline or processing plant is modified, regulators require operators to re-address spill precautions to ensure operations remain compliant. Regulations are very specific about construction, modification, inspections, training and planning.

For example, primary containment (tanks) and secondary containment (berms) must meet regulatory standards. If changes have been made to berms or any other aspect of a facility, operators have six months to update spill prevention and countermeasure plans to reflect the changes.
